Surfliner Charger question

It seems as though the Chargers are only being used on the single level trainset between LA and San Diego,  with Chargers on each end plus a cabbage.  I know they're in the testing/training phase but is there a reason why they're not yet on the bi-levels?  Just curious.

Each locomotive must pass the testing and inspection phase before being cut loose to run solo. Also, each engineer must operate the locomotive with a supervisor present before running one solo. Once this is done, you will start seeing them on other trains.
