BID CLOSING DATE: JANUARY 4, 2019

To Whom It May Concern:

The National Railroad Passenger Corporation (AMTRAK) has for sale Railcars (99 Total Units) as listed on the attachment. The equipment will be sold on a competitive bid, “AS IS – WHERE IS” basis. Except for warranty of title, Amtrak makes no representations or warranties, express or implied, as to the quality, workmanship, design, merchantability, suitability or fitness for any particular purpose or any other warranty or representation express or implied.

Conditions of Sale:

1. Bidders must quote a firm price as indicated on the attachment/pricing sheet.
2. An award, if any, will be based on highest responsive, responsible, qualified bidder, for each, or any combination of units, as determined to be in the best interest of Amtrak.
3. Amtrak reserves the right to accept or reject any part of any and all bids received.
4. All awards are contingent on Amtrak obtaining FRA Release of Lien.
5. Equipment awarded under this Sales Offer must be removed within ninety (90) days of notification of award.
6. Failure to respond to an award letter may void the award.
7. Donation requests (Railroad Museums, Railroad Preservation and Historical Societies): All donation requests for equipment listed on this Sales Offer must be accompanied by a letter on museum letterhead, stating the reason for the donation request and the intended use of the equipment requested should the donation be granted. Please note that Donation requests are not exempt from any Conditions of Sale term (1-10).
8. Transportation, switching or other charges incident to the movement of the cars from their present locations will be the responsibility of the purchaser and/or donee (“Buyer”). The cars or locomotives must be removed from their present location by the Buyer, at their risk. Preparation work to meet acceptable AAR interchange rules for movement in freight service must be performed by the Buyer. Amtrak will not perform any required work on the equipment.
9. Arrangements with a freight railroad for the movement of the equipment are to be made by the Buyer and all cost and risk associated with the movement are at the Buyer’s expense. Amtrak could obtain an FRA waiver if successful Buyer wants the equipment moved to their location. The movement would be at successful Buyer’s expense. The equipment will not be moved in Amtrak service.
10. Note: If any equipment is dismantled on site, Railroad Protective Liability Insurance is required. If your activity is to be included under Amtrak’s Blanket Policy, the cost is $250.00 which is in addition to your bid price. All employees of successful bidder must have a valid RWP Contractor card. The four hi-level coaches are the ones that got rebuilt with lower level ADA seating for use on the Heartland Flyer.

Also of note, retention toilets also on those HF cars.

After selling off these baggage and dining cars, I wonder what the company will use for the axle counts on CN?  Maybe the new Viewliner 2 diners?

Would be nice if any of the CBQ Zephyr diner cars got saved.  2 CZ, 1 DZ, 1 Neb Z., and of course the El Cap cars.
Anyone know what scrap value is?   What's the bottom price u'd have to beat?    I'm guessing the bags will go for 10K each, the diners for 20K, the EL cap cars maybe 50K...assuming they are not total rust buckets.

This is a lot of stuff to hit the market all at one time.
Amtrak originally said a few years back that because of liability concerns, they did not plan to offer surplus equipment to private ownership.
But now that private car operation has gotten so difficult and expensive, that point seems moot. 
Buyers for whole cars, or who might have wanted parts, such as Ringling Brothers, or many potential private car owners who might have considered rebuilding them, are not players.
Transportation costs being what they are, a museum or tourist railroad would be hard-pressed to pay for movement.

Unless somebody REALLY wants a particular car, it would be surprising to see much of this evade the scrapper.

Note that there isn't much original fabric left in any of these diners on the list.  Also, note that one of the Q diners was converted from a coach.

This is sale #2 for 2018.  Sale #1 as a smaller number of cars and loco's. 

Sale #2 followed very closely on the heels of Sale #1.  As noted by other posters, it's a very large number of cars to flood the market with.  Plus in December people are busy doing other things, not to mention the weather wasn't conducive to car inspecting.

Is amtk being run by ex-Conrail People?   This all looks like a conrail thing...
1. Equipment and tracks are liabilities.  Get rid of as much as possible so someone cant get hurt on your watch and sue u.
2. Go for short term gains. No one will notice that this is a 1 time gain...but it will make u look good, as it will add another 5-10M to the bottom line.
3. Who cares if we might need some of this equipment in a year or 2.  It will be someone elses problem.     Shortage of coaches in the Hartford line, but we are selling 4 serveable coaches.  Those 4 cars could make up a train, and release some other cars to add to other trains.   Excuses abound, Im sure.  Good businesses find  ways how they CAN make things work..  BS companies find reasons why they can't.

I would think the dining cars are pretty trashed.  Dining cars take more abuse than any other type of passenger car.

I was shocked when the list came out at how many Heritage Crew Dorms Amtrak still had on the roster (inactive roster that is). But there was enough Heritage Dorms there to be assigned to present day single level long distance train sets (only need 15 not including Cardinal). Yes, each of the single level long distance trains that operated with a diner had a Heritage Crew Dorm assigned to it at one time, but they came off over the active list 10 years ago. Course the loss of the crew dorm cost Amtrak high end sleeper revenue and they really should have kept them going as long as possible (like the Heritage Diners), but that’s a longer story. I am sure they are in various states of repair though.....Nonetheless, TWO of the Heritage Dorms were refurbished further and re-entered the active list in the business fleet. Who would have thunk?

Still wondering if VIA bites to try and get a few of the better Heritage Budd Diners.........With service reinstated to Churchill, an unknown about whether the Renaissance equipment (including Diners that were converted from sleeper shells) will survive in the Maritimes, and even with reduced frequency of the Canadian, VIA is still running a VERY thin line with only 13 ex-CP Budd Diners on their roster. Also if VIA retires the Renaissance sleepers, this will end up cutting into the Canadian’s diner and sleeper supply. I can’t imagine VIA would be interested in buying the Heritage Crew Dorms from Amtrak in the above sale list, which only really have a few roomettes still in them (the six bedrooms were removed in effort to create a “lounge” that never materialized). Cars would need MAJOR restoration and overhaul to put back into any sort of revenue service. But VIA has done some other crazier and creative things - the Prestige Car interiors required complete gutting and refurbishment of a 1950s sleeping car. All bedrooms had to be rebuilt from scratch.......VIA would really have to to look at the frames of both the diners and crew cars for sale as Amtrak did a hatchet job when they HEP’ed them back in the early 1980s........

But before that they were Amtrak Heritage Coaches dating back to the 1950s.......The dining area had the Terimosa (spelling?) kit installed in them (the green decor) but how old was the dining equipment that was installed in the cars? And it was these cars that stuck around till the very end it seemed - before the Viewliner II’s replaced them on the Meteor and Crescent. Amtrak still claims the “structural integrity” of these cars had been compromised despite how old the interior lipstick was on the car. Warrington did the first few cars during his administration, but ran out of money and couldn’t complete more conversions. Gunn found the kits in a back yard supply office and had additional diners converted with the Terimosa interiors a few years later.

I wish Minnesota, who want a 2nd St Paul frequency, had bought 2 PPC's and the 4 Santa Fe hi-level coaches. It would have been a good place to start.

A few months back, I tried to explain to the folks running the Surfliners, about the four hi-level cars, that they would be ideal for weekend ridership and during the very heavy Del Mar Horse Race season.

No interest I guess.  Let them stand until  the new equipment arrives some day.
