There are risks involved without a total shutdown, the worst one being toxic silica dust not settling down sufficiently over the weekend by start of service on Monday AM, and then being held in filters of the trains' HVAC systems, carried on the trains themselves, or flying into adjacent stations on the Manhattan and Brooklyn sides.

While the NYCT Canarsie tunnels are 10 years newer than Amtrak's Hudson River tunnel (100 and 110 y.o.), Canarsie's concrete tunnel linings structurally are in better shape.
