NJ Murphy blames the shut down

NJ Governor Phil Murphy is blaming the federal shut down for NJ Transit failures to resume service. He claims the work on phase 1 is done, but FRA staff has been furloughed.

In this version, the Atlantic City line could be reopened, and updated equipment put into service, if only the FRA did its job.
