So someone thinks Caltrain is two years behind schedule, but they don't know why and the need another "report" to find the cause of the delay.

I didn't bother reading any farther.

Seems the contractors are having problems meeting the deadlines. Otherwise, talking heads were "defending" the project that transparency is needed (implying this report was one such action) to make sure the project doesn't lose credibility. Better admit that it's running late now than later?

      that started it. Yours will not be the first.

So good to hear the Land of Fruits and Nuts hasn't changed.
