Traveling like this, with no real baggage that is easily carried, shouldn't be allowed. It inconvenices everyone else, and often is trashy. AMTRAK needs to enforce its rules. However, crews are not allowed to enforce it. Station managers and customer service still send them down to the trains and CNOC, management and station services do not back up crews.
