The head of city bus and subway operations stormed out of a closed door board meeting. He had earlier resigned, but was convinced to withdraw the letter.

Pat Foye confirmed his departure.

Dealing with Cuomo's ego and caught in the middle of city and state fighting over who should control the subways and who is responsible for everything that goes wrong.
