Having been inside CNOC I can assure you that it is anything but Chaos! 

The reality is that a dedicated group of employees, working across many specific functions, do their very best to keep the far-flung Amtrak system operating on a day-in and day-out basis.

Interesting symbol used for the CNOC.
What does it represent?

I always enjoy seeing the circled "R" next to the word Amtrak.
Reminding everyone that the name is trademarked.
Preventing someone that puts out a shoddy product from sullying Amtak's reputation with the public,

Back in the day I had regular dealings with CNOC and while we didn't always see things the same way the folks there always acted in a reasonable and professional manner.  Are you speaking from direct personal observation?

Comments were directed to Second Floor; specifically CMS Lead and Desk 5 plus operations West Desk... Areas CNOC covers previously associated as being west of Harrisburg and not under wire (aka Indian Country).

I second this.  It's the outside world that's pure chaos.  The times I was there, CNOC was filled with some of the most professional railroaders I have ever met.
