Passenger Trains > Current Western Lounge Car Usage?

If anyone has been on a western train recently. I note they still are using Sightseer Lounges. I assume for coach food services. So is the upper level open for general seating?  With maybe some tables or seats blocked off?  On the Crescent two weeks ago, the AmLounge car was not available for seating. Only to buy food and then take to your seat or room. The trip I'm currently planning involves a 3 hour segment on the Chief.  Any insight appreciated.
 

Yes ther top level is open and coach passengers eat at the tables which are staggered.
