Currently, the penalty is the same as not having a ticket.

It means all tickets bought would be pre-validated and one must be bought each and every time one rides, not buy several at once, and validate just before using. Validating a ticket is much faster than buying a paper one. I don't do e-tickets. This is a solution looking for a problem and will be a nuisance. Heavy rail and bus tickets are good until used, but soon not light rail. Not right. This is a major inconvenience for the many over the very few who forgot to validate. Edited 1 time(s). Anyone who really wants a stack of blank tickets can do so with extra steps.

That's a good suggestion On some (all?) light rail platforms, you are required to have a validated ticket in your possession. But, some weekend and evening schedules have trains every half hour, so you've used 1/6 (30 minutes out of three hours) waiting for your train. They have already removed 50% of the ticket vending machines from the heavy rail stations, often leaving just one.
