It's not a foreign concept. Amtrak was short electric motors - they borrowed from NJT. Amtrak wanted more coaches on Clocker trains - they put some old Heritage Coaches in with the Amfleets. Amtrak still wanted to operate the Adirondack north of Albany to Montreal - so they borrowed train sets from VIA Rail Canada. Amtrak wanted extra cars and consists for Thanksgiving trains - they would borrow commuter cars. In this "time of a crunch" have they not learned their lesson that maybe they should ask NJT, MARC, etc. for extra coaches they could potentially borrow and keep on standby in Chicago if worst comes for worst - for CORRIDOR OPERATION. Replacing skilled workers takes time especially in this job market. Up until recently Amtrak was offering extremely generous bonuses for employees willing to relocate to Beech Grove. Also while it’s a tempting punch line for comments on TO - the $66 billion has absolutely nothing to do with day to day operations and routine overhaul and maintenance of existing fleet. That is for purchasing new equipment and large future capital investments in track and developing new routes - and much of it won’t go to Amtrak directly but rather granted through federal- state partnership grants. So while it’s a punch line every time there’s any sort of problem - axing the $66 billion is really just screwing the future. LA had the Horizon low level train set as a backup that it plugged into service as needed. It typical; had regular assignment duty. Amtrak should have no problem coming up with at least five Amfleet 1 coaches that it could send to the Midwest (from various NEC service). Don't rob from the Amfleet II's that are already constricting the LD trains. Multiple trains on the NEC, while some Midwestern trains are at 2x per day at most, or still just 1x per day like the LD trains!
