Back up plans

I came across this item on the Train-Orders website.

In 1937 there was a derailment on the Western Pacific between Stockton and Oakland.
Arraignments were made to reroute train #1 the Scenic Limited over the paralleling Southern Pacific 
and apparently the train proceeded with minimal delays. This was before radios, computers and cell phones.

Today in 2023 it seems that whenever anything ever goes wrong its a total cluster f___. 
I hear of people being stuck on stopped trains for 12+ hours, etc. Does Amtrak or the railroads have any contingency 
plans? Is anything mapped out in case of problems?
