NY, NJ: Funding for 2nd Ave Subway, Gateway Tunnels

President Biden's new budget proposal contains additional funding for the Second Avenue subway extension into East Harlem, and for more work on the Gateway Tunnels between New York and New Jersey.  The money was included in the Infrastructure bill of 2021, and thus does not require additional legislative review.  About $500mn will go to the subway extension, and about $700mn will go to the Gateway Tunnels

better than spending the money on more roads.  I think the fascination and obsession with  new highways days are finally over....

How does one get thru NYT paywalls ? 
I tried deleting all their cookies , but that didn't work.
