I could also understand how refreshing these coaches may possibly be a more routine/easier project than other cars in for repairs especially if they are utilizing many new hires. Sad part is the is no excuse for any service ready revenue car to be used as an axle count car. That is extremely poor management. How can this be allowed when it is common knowledge?

Originally, the "refresh" was to be done in the Chicago Yard before COVID hit so as to haten the project along. This "refresh" program is VERY delayed and a moving target at best.
