I mean this is just basic stuff. It makes a rider or other stakeholder question what the heck is going on with this company and whether they are a reliable/credible company to be doing business with (e.g. riding with). You would NEVER have seen this back in private railroad days, absent of the wreck of the Penn Central - to borrow that title for a moment.

Which means they would have to go through all the steps required to properly dispose of it.
