Status of Amtrak ACS-64 motors?

I've noticed that several Keystone line trains in PA now have P42 diesels rather than electric ACS-64 electric motors.

Is this a catenary repair suspension issue, or is Amtrak running short on electrics?

They got everything else sidelined why not the electrics?

Amtrak states they are doing a track improvement project that could affect service through Dec. 20.  The Pennsylvanian is not going to be affected.
I do not know if there are catenary outages connected with this, that might require diesel substitutions, but it is certainly possible.  BSB
