Total shutdown of all trains to/from California, I am sure.  A passenger from Chicago to KC will be told to fly: "Train 3 is canceled due to extreme weather, no alternate transportation will be provided."

Just saw a note on the r/Amtrak subReddit that the Coast Line is mostly shut this weekend anyway for track repair work, with #11/14 turning at Oakland.

It's pretty hard to run a railroad with widespread, lengthy power outages. The batteries will only run the signals and crossings for so long. I imagine that they will preemptively blackout power in some areas to prevent fires, and the high wind warning is for 26 hours.

The biggest problems will be reduced speed over grade crossings because of broken crossing gates. The signal maintainers will be busy! Especially between LA and Riverside/San Bernardino on UP(SP) and Metrolink's San Bernardino Line and on the Antelope Valley Line.

The major problem will be fires with dry high winds.   Already one going in Pacific Palisades. 
This is a strong santa ana wind event, but i dont think the word extreme is appropriate.    Everything is "extreme" anymore.

The use of that word is interesting. Usually, the National Weather Service is pretty measured and clinical in their statements. Maybe they've learned that doesn't work anymore.

The OP and others, including the mass media, is using "extreme winds". No where does that appear on the NWS website. What the official warning is "extreme risk" and "extreme fire danger" which is a very correct description.
