$15m for the Empire Builder route

There was some federal money earmarked for the Malta Montana area for the Empire Builder route.
Does anyone know what that was/is exactly for?
There have been a lot of delays to 7 and 8 in that area recently.

Decent money.  Maybe a passing track?

We sometimes talk on here about what Amtrak pays the railroads for using their trackage.  It is not, perhaps, as much as it should be.  But when you look around at the upgrades provided to the companies to "facilitate" Amtrak, the numbers start to look pretty good.  

Railroads should welcome Amtrak, try to move the trains well, and promote their success to shippers.  "We are number one in the nation for on time performance for Amtrak.  Let us show you what we can do for you!"

Given their largest shareholders are mutual funds, board members, and C-suiters, the only OTP that matters is the bonus and the stock performance.
