It misses some stations. Requires pilots. Could be maxed out for movements. Takes a lot longer. Several reasons.

Please correct me if i am wrong, but if the detour route has NO trains operating between A and B is ptc requiresd?    I was under the impression that at freight train speeds and known sole occupancy of a given segment, a passenger train could operate w/o PTC. 
given the apparent non availability of buses, using the Inside Gateway would have been smarter IMHO.

amtrak is so short staffed that they would be out of crews for any subsequent runs and have no equipment to run later

As a passenger between Salinas and K Falls, back in the '80s, my train took that detour.  Dawn broke as we were climbing the long grade out of Feather River canyon.
