Light rail cars through Chico, Ca?

All-

 I got a heads up from my son of a two-unit something on a SB freight through Chico last night around 20:30. A few minutes ago I found that it passed the Marysville cam around 21:30 headed towards Roseville. Looks like a light rail car shrink wrapped on an 89' flat. 
Who might be getting new cars imported in either Seattle or Portland then moved by rail to...?

Or could this possibly be a well packaged donation to Rio Vista or SCRM?

Head this was the second he's seen in the past month or so.

Could be going to Siemens in Sacramento for whatever reason.

If the car is going south through Chico, it is a good question. Both Portland and Seattle receive their vehicle deliveries by specialized truck and trailers, since both cities lack rail connections at their maintenance facilities.

It could be one of the Portland-Tri Met first cars.
From the 1980s. When the system first opened for service.

Calgary SD160, one of 32 slated for rebuilding, on its way to Seimens.
