What has to be looked at? Who can do the inspection? Does the aproval to restore the cars to service have to come from Washington DC?

A good crew with the proper facility can change out all four wheel sets in less than hour and half. Bearings are sealed and an inspection would be done by an outside contractor. I always assumed they were scrap, or perhaps recycled.
