It was out of service for a long time as the FRA insisted they had to change some of the dome windows to be removable for emergency exits. After a long hassle it was finally revamped and put back in service, only to have the FRA now rule that the lack of vestibule exits makes it "unsafe" and cannot be operated - the fact that it has operated that way over 50 YEARS is immaterial. "God Bless our bureaucrats" (buyer beware!)

And since any bureaucratic manager's status within the system is based (no matter how informally) on how many people he supervises, is it any surprise that the Government has gotten as bloated as it is, while providing less service, and less effective service, for the money being gobbled up?
