I think the red builder's plate on the right side near the smoke stack says Porter.  Yoshitsune under the engineer's window is given as the lord to whom Benkei (another Porter engine) served in classical Japanese plays.

Good catch!  Indeed, it is a H. K. Porter and was part of an order that were the first American made locomotives imported into Japan.
