Expo 86, Russian twin unit diesel model

The Russian pavilion at Expo 86 in Vancouver included this large model at a twin unit locomotive, which appeared to be an updated version of a common design, the 2T31

1986? Too old.
Is is a diesel engine? The fuel tank looks very small...

Most Russian units have smaller tanks, especially from the Soviet era.
