In 2008 Russian and Chinese contractors commenced the construction of a railway along the Mediterranean coast from Libya's western border Tunisia to it's eastern border with Egypt.  A few hundred miles of right-of-way were cleared and graded, but less than a hundred miles of track were laid, in several unconnected locations.  By the time that the 2011 revolution had started, they had received one Italian-built four-unit diesel MU passenger train (currently in Tripoli), the 17 GE diesel freight units that are stranded at Khoms, and some freight rolling stock.  With the revolution in full swing, the Russians and Chinese evacuated all of their personnel from the country, and it remains so today.

You forgot to mention the best part: The "Italian DMU" was one of the troubled IC4 units ordered by Danish Railways (DSB) who "discovered" it on a satellite image in Google Maps in Libya after AnsaldoBreda failed to deliver it (supposedly without providing an explanation). Rumor has it that then-president of Italy, Silvio Berlusconi, "ordered" AnsaldoBreda to deliver the trainset to Libya rather than Denmark as a gift on the occasion of Muammar Gaddafi's 40th anniversary in power. As per Wikipedia:

"In March 2013, and in earlier media reports, it was reported that one of the missing IC4 trainsets planned for delivery in Denmark had been found in Libya. Reportedly, AnsaldoBreda and the then Italian prime minister Silvio Berlusconi gave Libyan dictator Muammar Gaddafi the trainset as a present on the occasion of Gaddafi's 40th anniversary in 2009. It is visible on Google Maps satellite (at 32.828791°N 13.111563°E) and geotagged photos. A DR film crew visited the site of said train in March 2013."

I found a short English language TV news story from 2018 on Youtube.  It said that Libyaian Railway managers were talking to the Russian and Chinese contractors about resuming the construction of the railway.  They had about one minute of video showing the Italian-built DMU, inside and out.  It has a few bullet holes in it, but otherwise looks OK.  It is on a three mile long length of track built prior to the 2011 revolution, heading southwest out of Tripoli.  Video shows trees growing by and between the unused rails.  (Of course the fighting has begun again in Libya since the 2018 news story.)
