I think that I have seen videos on YT showing double stacks in both China and India on non-electrified lines.
Date: 08/16/20 11:09 Re: Double Stacks - who does it? Author: LTCerny India also does double-stacks. The bottom of the lower container is above the level of the top of the wheels. This puts the elevation of the top container 7.1 meters (23.3 feet) above the top of rail. Some double stack routes are electrified, and this makes quite a reach for the pantographs.

Yes there is some down here in Australia ,but a lot of the old infrastructure in the east doesnt have clearances to allow stacks.Stackers heading into Sydney are broken down to singles at a place called Parkes in the midwest of New South Wales. There maybe other places where this occurs also.Intermodal stuff then generally comes south to Cootamundra, then east on the main line to Sydney. This process takes traffic of the Blue Mountains line which carries a lot of coal traffic and morning and afternoon commuter stuff.
