Coils on flat cars (Brazil)

I found a consist of flat cars loaded with steel coils parked here in town this week.  Here there are some pictures showing how VLI  and Vale move steel coils on narrow gauge flat cars.

1 - A EFVM (Vale) PEE class flat car;

2 - The consist on treck #3 in EVP yard;

3 -  A PME (M means surface of  "madeira" - wood) class car,

4 - VLI PEE class flat car;

5 - The cars have a label of Usiminas Steel Co. Confab is the customer served by broad gauge on MRS São paulo branch, what it means these coils will be transfered to MRS railroad to get there;

6 - All the cars also have this kind of label  with the car number and the number of coils on it.

7 - The yellow label with the type of coils and the weight in Kg;

8 -  Some coils in other position;

9 - PEE class flat car with different coils size.

7 - Five coils in different sizes;

8 - Four coils;

9 - Three big oners.

Nice set, looks like Tenaris Confab, a producer of pipes, is receiving base stock of hot-rolled coil (HRC) from outside steel producers such as Usinimas and ArcelorMittal, both of which have steel-making sites in Brazil. Not sure if this is a regular shipment or if Tenaris is supplementing their own steel supply with the outside product. Labels will usually show individual stats for each coil such as thickness, width and length as well as lot number from the mill...

As a former truck driver that used to haul steel coils, I am cringing at the lack of securement on those coils.
