My Guess is USA National Railway Equipment. Sounds like a EMD engine.

I know that the the Vale mining Nacala tracks are 3ft 6 in / 1,067mm. I do not know if they have other gauges in Mozambique.

Sounds like a turbo'd 710 engine.

I think they might be Indian - produced by the Banaras Locomotive Works.  Mozambique bought 5 locos from them a few years ago that look very similar.

These 3'6" gauge locomotives were built in Pretoria, South Africa by RRL Grindrod. Model designation is RL30SCC-2 and they were built for (and initially used on) the African Minerals iron ore railway in Sierra Leone with the first appearing in 2011. They were designed by National Railway Equipment and are powered by EMD 16-645E3 diesel engines (rated at 3000 horsepower) that had been used in SD40 and GP40 locomotives from the United States. .

Photos above were taken early this week at Frikkie Meyer Weg, Pretoria North.
It is an assumption that all of the locos are heading to Moz, 1105 was sighted Tuesday on the road to Bietbridge (Zimbabwe).

24 hire locomotives were repatriated from Sierra Leone, July 2019.
Ex African Minerals Limited lease, then Shandong Iron and Steel Group Co Ltd, all on 5650 bogies.
Grindrod Limited issued a press release early December 2019 saying that some of the -3 (1203-1205, 1208-1214) are to be sold to GPR Leasing. Exact number not given [6].
1101-1202 (-2) leased by RRL Grindrod Sierra Leone 1 Pty Ltd
1203-1214 (-3) leased by RRL Grindrod Sierra Leone 2 Pty Ltd
These locomotives were originally sold to a JV consisting of a consortia of financiers/banks led by Standard Bank, and the Export Credit Insurance Corporation of South Africa SOC Ltd (85%) plus RRL Locomotives Pty Ltd (15%), then leased back by RRL Locomotives Pty Ltd, followed by Grindrod Locomotives Pty Ltd, after that company purchasing control of RRL in 2014.

Locos repatriated July 2019, refer to notes [*].

There is a difference in wheel diameter, and TM gear ratio, between phase 2 and phase 3 locomotives. AM Limited did not work the two types MU

Units been loaded at Pretoria West are operated by Railco, a hire and leasing company.
Railco is 100% owned by Mauritius resident Rail Africa Pty. Ltd., a joint venture formed by Grindrod (Mauritius) Pty. Ltd., Trafigura controlled Impala Terminals, and offshore equity funds controlled by Johann Rupert.

Transnet Rail Freight, the state owned parastatal with a monopoly on rail freight is disfunctional. If it was privately owned, would possibily be bankrupt. It is now far quicker, safer, and probably cheaper for private loco owners to move units by road. This action keeps the units clear of bureaucratic procrastination, and trashing by copper thieves while in transit. In 2022 it took TFR over 6 months to move a dead Watco purchased GL26C-2 from Cape Town to Durban for shipping to Australia.
