Lagos, Nigeria, opens Red Line Service with... what looks like an SD-24 and a low-slung Talgo set.
The longer frame and hood on the loco may be a modification of a GP-series loco, since those appear to be two-axle trucks (bogies). The source of this photo, a Railway Gazette International online article, notes that the Talgo Series 8 set was produced for Wisconsin (USA) in 2009 but never operated.,

Luckily it is not museum-age (yet) - those are GP38-2's from NRE
