FC Ferrominera Orinoco.   1039 is an SD38-2.  Lead unit looks to be an SD70Ace

Ah, the laws of physics.  A train at the top of a descending grade has an enormous abount of energy.
That energy has to go somewhere as a train descends, most often converted to heat in the brake shoes and wheels, or heat in the resistance grids of the locomotives.
If you can't get rid of it either of those ways, it is converted into kinetic energy and the train speeds up.
There is no alternative.
