However, if the camera was "scheduled" under a business or homeowners' insurance policy, it would likely have been covered... anywhere in the world. It's very cheap protection if you have several thousand dollars invested in equipment.

Commercial Satellites often have Insurance for failed components, failed launch or failed deployments. There's lots of money floating around the golf course to speculate on failures, but NASA and the larger companies don't deal with that. Their opinion is that they can screen out failures while on the ground. Sometimes they're right.
