RBMN Purchase of C&S Railroad Raises Questions by County Authority

The Pennsylvania company that manages a short-line railroad owned by Carbon County would put $1.5 million of repairs into the line in the next 10 years under a new agreement it is seeking with the county.

But the county Railroad Authority is in no rush to sign the new pact with C&S railroad, and the authority solicitor raised several questions about the agreement at a meeting Tuesday.

Solicitor Michael Garfield questioned who would keep track of the spending and whether grants would count toward that spending. He also wanted to know whether the county would benefit if train traffic increases over the county's 18 miles of lines from Packerton to Hometown.

C&S co-owner Andrew Muller said he was willing to work with the commission, which includes the three county commissioners.

"Whatever it takes, I want to be partners with you," said Muller, who also owns the 317-mile Reading Blue Mountain and Northern Railroad.

Muller bought into C&S Railroad last year because it's the link between two divisions of his company
