Unpatched SP ?

I was in Kansas City on 17th September and took this grab shot from the passenger seat of a bus travelling over Neff Yard.

I managed to magnify this area and this appears to be an un-patched SP unit. Does anyone have any information on it or even know if my assumption is correct please.
