IG3OA's back up to full force?

Does this mean the IG3OA's are back in full?  They used to run almost everyday as either an IG3OA or IG3OAB but have recently been down to ~3 times a week and some weeks less than that.     Link:  http://www.up.com/customers/announcements/intermodal/internationalmiscellaneous/IM2015-123.html
