It's not so much a test train as it is (also?) the train used to qualify the subdivision. Once the train is done running on a given subdivision, chances are that that sub is now PTC qualified. I don't remember the specific number of required successful trips, but once that consecutive number is met, the qualification is done and PTC is implemented. It took roughly two weeks for the Fresno Sub.
