Can someone explain Tier 4 credit

Hi all;
    Yesterday there was a post on a new GE unit, and the response was that it was a " Tier 4 credit unit ". Identified by fellow Trainorders members, and looks like a ES44AC regular GEVO. What makes it a credit unit and what does that mean? Why didn't they just get a new Tier 4 instead?  In Laymens terms please and thanks in advance for all replies!

The credit units can only be obtaibed by buying actual tier 4 units as far as i'm aware. For every credit unit bought there has to be an actual tier 4 unit ordered.

Tier 4 Credit units are possible because the existing Tier 3 locomotives beat the federal emission requirements for Tier 3 standards, allowing the manufacturers to bank those 'credits' to produce dirtier units later.  There is a limitation that the manufacturers cannot produce more Tier 3 (Tier 4 credit) units than the number of Tier 4 units produced during the year.

As far as I know, EMD had/has no "Tier 4" credit units, correct?

Most likely on the Railroad scene, it'll be atleast 4-8 years before any more tiers are created/enacted for new Locomotives.

Well my crystal ball is foggy, but you've seen pictures of the air in Beijing?  Or Pittsburgh in the 1940's?

Now I concede that railroad locomotives won't contribute that much.
