Depends who ordered the train, I dont know the specifics of this train today, but UP runs their passenger trains for various events such as engineering inspections of the railroad or touring a specific route Senior UP officials might want to see. Also to promote business growth they might invite executives from shippers for a trip. They have also done trips to the Super Bowl, and sometimes Operation Lifesaver short trips for the general public.
