Diesel locomotives have not had "foot boards" for decades!

Not allowed to get on or off moving equipment, but certainly can ride moving equipment.

Well, actually, some railroads are revisiting the restriction of not getting on or off moving equipment. It is my understanding CSX has already reversed this and now allows it and I have heard from reliable source UP is going to start allowing it around January 1st, at least in some areas (probably system-wide).

I had heard the same of the UP. Truly you can ride on moving equipment or nothing would take place on the railroads.

FRA no longer permits footboards on diesel locomotives.  They are not banned on steam locomotives.

FRA has not banned riding footboards on engines so equipped.

FRA has not banned getting on/off moving locomotives or other equipment.

A railroad may place further restrictions in their rules, and if so the FRA will enforce them on that railroad.  That is, if you have a rule you must follow it.

Since 1977 to be exact.  And Santa Fe had "Keep Off" on the pilots of their locomotives since before WWII.

CSX removed that restriction a while ago.  Employees had to "demonstrate" the ability to safely get on and off moving trains, usually in front of a Trainmaster.  Sounds a little silly for veteran employes, but makes sense when you consider some of the newer employees were never shown how to do it.

Actually it is fun to get on and off moving equipment.
I only had rare chances with work trains but it was always a artful bit of railroading to do right.

Yes it is fun and definitely makes things go a lot quicker. Hopefully they bring back on and off moving equipment and take running off the list of “8 deadly” rules violations.

Riding the end of a car being shoved is not the same as riding the side at the corner. They just don't want you riding wear a slack adjustment could throw you forward in front of the wheels. They also want you to watch out for close clearances and such.

Since some of the extreme ones have commented...

Yes riding - cars and locomotive are permitted.

However some places to ride on some equipment could be restricted or site specific.

Riding the bottom step on locomotives or the stirrup on cars over crossings (pubic, private or even yard crossings) may be prohibited.

That rule is around so if a car runs a crossing you have a lesser chance of being pinned.

"GOOME" (Getting On and Off Moving Equipment) has been reinstated by CP, CN, KCS, CSX, and the Alaska Railroad. There is a rumor floating around that, like it did on the CSX, GOOME may come back in certain terminals on UP as part of their so-called "Precision Scheduled Railroading" plan. Unfortunately on BNSF it is one of the "8 Deadlies", although it is permitted in certain, specific locations under very specific circumstances. I miss it, made my job easier and more efficient. As far as riding cars and engines though, yes, we are permitted to ride stirrups and locomotive steps but we cannot ride to a joint/hook anywhere on the train.

When I started (1977), they wouldn't hire you if you couldn't get on and off moving equipment. Knowing how to properly do both has prevented more injuries than it has caused.
