Working around livestock, I would call those FREDs, for Flatulent Rear End Devices.

My first thought was, is there a provision for the horse operator to remotely dump the air?

TAW: they do it automatically and throw off not needed weight in small balls.

I see a problem when a horse swishing his tail. Some railfan or train crew might think he's looking at a wigwag, or he's getting a wash out sign.
