Those DODX well cars are used to transport cask that contain spend nuclear fuel to Idaho for reprocessing

Most likely used nuclear fuel from aircraft carriers being refueled during their mid-life Refueling and Complex OverHaul (RCOH) at Newport News, VA.
A RCOH usually takes two to three years in drydock.
