Odd UP numberboard on UP6678

How do you suppose the UP came up with this numberboard? Think about how it was made, It's not just one that was reversed. Photo was taken in Green Bay, WI in May 2003. No photo-shopping was done.

How come so many UP units have odd or reversed number boards? do they fall out that fast? are they expensive to replace?

Happens all the time, just saw Amtrak F59PHI 470 with a clear plastic number board, with mailbox address stickers that you can get at Walmart... So pathetic!

Yeah, I mean how dare those RR's try to keep trains running instead of making sure that the locomotive look pretty.
