Minutes before the train arrived, a tractor trailer truck knocked over the entire crossing gate while turning around. The gate fell across the track and the train could not stop and ran over it. Train remained stopped for 15 minutes while checking for damage.

Is the depressed flat with 1309 part of a regular consist or is it a considered a special movement?
