What is it and where isi it?

I'm scanning a gaggle of slides for a buddy who purchased a collection off eBay.Many of the slides have no info whatsoever and that includes this image. I don't recognize the paint scheme and the road name on the cab is not clear enough to read. Can anyone identify this unit and where it may be?
