Back-to-back E7As on the Morning Zephyr

This is the CB&Q's Morning Zephyr, Train 22, out of the Twin Cities headed for Chicago passing quickly through Downers Grove, a western Chicago suburb, on the Zephyr Track around 2:10 in the afternoon of September 13, 1965. The lead E7A was 9925A built in November 1945.

Looks like roughly 1966, based on the autos.

4000 hp for six cars. That should do it.

Yes, I fogot to add the date: November 13, 1965.  Good guess.

Not in the suburbs, but out beyong Aurora they sure did.  But train 22 was carded for 38 mins for the 38 mile run between Aurora and Chicago Union Station in 1948.  See http://www.streamlinerschedules.com/concourse/track4/twinzephyrs194805.html

In the signal bridge in the background, what is the purpose of the small signal that is offset from the top signal on the three-signal mast?

(It's obviously too small to zoom in)

My great aunt and Uncle used to live 3 blocks from that shot location and I used to wander down to the raceway to watch the action occasionally.

The 1967 edition of the Consolidated Code of Operating Rules
(which was in effect on the CB&Q)  Rule 501-I shows the offset light
displaying lunar white with the other lights displaying red.
Name: Permissive
Indication: Proceed at Restricted Speed through entire block.

As info the Restricting signal at that time was a bottom yellow.
The indication was "Proceed at Reduced Speed to make any
Reduced Speed movement.  Trains moving on or entering upon a track
signaled for that direction must proceed as proscribed by Rule 501-E".

Rule 501-E was the Approach signal.  It sounds like the Restricting
indication at that time was used for an enter or leave siding (or yard
track) signal.  Anybody know for sure?
