Milwaukee, probably shops, as you can see the electric towers for the interurban in the background that currently exist along the freeway.
You might find this brochure from Baldwin about the S-2's interesting.

Shops in Milwaukee is behind the photographer, stored locos are behind the 217 and mainline tracks are beyond those.
