Is this an Amtrak train??

Physically yes.....but it's actually VIA Train #99-98 the Maple Leaf from Niagara Falls to Toronto in June 1983.

This was westbound Amtrak Train #63.....and where did it become a VIA Train? At the border in the middle of the Whirlpool Bridge or at the Niagara Falls, ON Station?

Fast forward 35 years to June 2018 and other than a P42 in place of an F40.....the scene hasn't really changed all that much. It's still an Amfleet train and the station is still there.

BTW....GO Transit has resumed weekend train service between Toronto and Niagara Falls with 4 trains a day each way on Saturday, Sunday and Holidays. The Border is still closed to all except essential travel.....otherwise there would be some travel options between the end of the truncated Empire Service and onto Toronto.
