The cars behind the passenger E7's does not look like head end traffic.   What is playing out in this scene?

The FEC put many passenger units into freight service following the strike / violence / cessation of passenger service in 1963-1966.

Fantastic picture, I'm guessing the E units were getting dead headed south for an inspection (maybe?)
This scheme was largely extinct by the time of the strike anyway, though a few units still wore an abbreviated version with the yellow down to the chassis frame rail.

What a great picture.  To me this looks like a northbound interchange move to the Seaboard, Southern, and Atlantic Coast Line along with some local work from Bowden Yard that is bringing some FEC power to be set out at Jacksonville Union Terminal along the way.

my guess would maybe be the old Acosta bridge.
