Note the dome; I assume that that was some California Zephyr equipment that WP/D&RGW/CB&Q ran because it was available and to give the public a taste of what it would get when the entire Zephyr (and the Zephyr schedule) was available. It's strange to see it running behind steam.

That's correct.

As the CZ equipment was being delivered, some cars would be placed on the Royal Gorge or Expo Flyer for shakedown runs and as a preview of what was to come.
