Identification of a particular locomotive

Can anyone help me identify the owner/lessor (and type) of a locomotive no. 3156 in bright blue livery, without any other obvious logo that I could see, seen on a freight train heading westwards on Tuesday 16 September, about 8.45am ET, between Chesterton IN and Chicago IL?

Some of those CEFX SD40 types have been making regular appearances on NS, which is where this sighting was reported. Not sure if NS is actually leasing them or if another railroad is leasing them and then using them to pay off horsepower-hours owed to NS.

I remember us calling them "smurfs" when they first made their debut in this paint scheme in the late 90's... I recall them and the "Furbies" (silver / green First Union SD40-2's) being some of the best looking rent-a-wrecks on the system back in the late 90's.
