SD40-2's traded to CSX from NS

What has happened to these engines ? Were these engines former Conrail SD40-2 or were they rebuilt SD40s ?

they are still in storage at the CSX Huntington Shops waiting to be placed in service. All 12 are former SD40's rebuilt to SD40-2 specs by Conrailmin the early 1990's.

I passed by Huntington yesterday and all 12 of them are still sitting at the shops. The main reason they haven't been released yet is that they're still waiting on EPA approval papers for emissions.
